Garage Conversion Requirements: What Code Actually Demands
Garage conversions look simple — the building already exists, so how hard can it be? Then the plan check comes back with corrections about ceiling height, egress windows, and a slab that sits too low. Most conversion budgets blow up not because of finishes, but because the existing structure doesn't meet residential code. Here's what inspectors actually check, and what each problem costs to fix.
Ceiling height: the deal-breaker nobody checks first
Habitable rooms generally require a minimum ceiling height of 7 feet. Plenty of older garages, especially detached ones built mid-century, sit right at or below that once you account for the insulation and drywall you're about to add to the underside of the roof structure. Measure before you plan anything else. If you're marginal, the fixes are expensive: raising the roof, or lowering the floor (which drags the foundation into the project). This single measurement determines whether your conversion is a $90,000 project or a $200,000 one.
The slab: sloped, cracked, or too thin
Garage slabs are deliberately sloped toward the door for drainage, and they're often thinner than residential floor slabs with no vapor barrier underneath. Converting means leveling that slope — usually with a self-leveling overlay or a new floor system — and adding moisture protection so your finished flooring doesn't fail in three years. Significant cracking or settlement is a bigger conversation; in the worst cases the slab comes out entirely, which is when a conversion stops being cheaper than building new. Have it assessed by someone who isn't the person selling you the conversion.
Egress: every sleeping room needs a way out
If your conversion includes a bedroom, code requires an emergency escape opening — a window of specified minimum size and maximum sill height, or a door directly outside. Garages are typically short on windows, so this means cutting new openings into walls, which can mean structural headers and, in some cases, engineering. Budget for it early; it's a common surprise correction.
Insulation, energy compliance, and the envelope
A garage is built to shelter a car, not to hold a temperature. Conversion means insulating walls, roof, and often the floor, air-sealing the envelope, and meeting your state's energy code (in California, Title 24 documentation is part of the permit set). This is invisible work that produces no Instagram moments and consumes a real share of the budget — but it's also what separates a comfortable living space from an expensive shed.
Utilities, and why the bathroom decides your budget
Adding a bathroom or kitchen means drainage, which means connecting to your sewer line — and if the garage sits far from it or on the wrong side of the house, trenching costs climb fast. Electrical almost always needs upgrading: a garage circuit built for a door opener and one outlet won't run a living space, and older homes may need a panel upgrade to add the load. Get a plumber and electrician to look at the actual site before you trust any budget number, including ours.
Parking replacement — mostly, but not always, gone
California state law removed most parking replacement requirements for ADU conversions, which historically killed projects by demanding you rebuild a covered space elsewhere on the lot. Rules still vary by city and specific situation, so confirm locally — but for most California homeowners this obstacle no longer applies. The practical sequence
Measure the ceiling. Assess the slab. Locate the sewer line. Do those three things — a couple of hours of work — before you fall in love with a floor plan or sign anything. If all three come back clean, a garage conversion is the best value in the ADU world.
